A Republic, If You Can Repair It.

Of the five pillars, this one comes first because nothing else works without it. The structural reforms collected here — to the Constitution, to Congress, to the executive, to the courts, to elections, to the administrative state itself — are the prerequisites. A safety net runs through agencies that take six months to issue a check; a tax code is enforced by a service that cannot answer a phone; a defense budget is appropriated by a body that has not produced a regular budget in a generation. Fix the operating system, and the rest becomes possible. Skip it, and every other reform is poured onto sand.

The proposals here are not romantic. They are a series of fixes to systems that have failed open: emergency powers used routinely, executive orders standing in for legislation, a Senate filibuster that was never written into the Constitution, a Supreme Court whose every appointment is a political crisis, an Electoral College that allocates votes winner-take-all and weighted by Senate seats — so minority-party voters in safe states and small-state voters alike are systematically over- or under-represented — and a House of Representatives frozen at 435 single-member districts whose lines are drawn with such precision that competitive elections have nearly disappeared. The proposals address each at the level of mechanism: proportional electoral allocation, multi-member districts with ranked-choice voting, congressional appointment of justices, structural limits on the office that has accumulated the most power. Each reform is bounded, costed, and structural. Together they amount to the largest set of changes to American governance since Reconstruction.
