Regulation By Sediment.

Federal regulation has accumulated by deposition. The Code of Federal Regulations is now more than 185,000 pages, much of it issued by agencies that no longer exist, for programs that have been replaced, against industries that have been transformed. The proposals here are not about deregulation per se but about regulatory architecture: consolidating the thirty-five-plus independent regulatory bodies into seven mission-aligned organizations, with five-year revolving-door restrictions carrying criminal penalties, mandatory in-house scientific capacity, and an independent body with binding arbitration authority for capture complaints — so that the rules governing modern industries are written, sunset, and enforced by an apparatus that can keep up with how fast those industries actually move.
