Free Elections Are A Physical Object.

They require voter rolls, polling places, ballot designs, recount procedures, paper trails — infrastructure most of which is maintained by fifty separate state administrations of widely varying quality. The federal floor is a thin one: minimum standards, but limited enforcement and limited funding. The proposal here is about that floor: what minimum standards should apply nationwide, who pays for them, and how they are enforced when a state declines to meet them.
