The Rules That Decide Who Gets To Make Rules.

The American electoral system was last comprehensively redesigned in 1965, and only for the franchise. The mechanics — Electoral College allocation, gerrymandering, primary structures, the Senate filibuster, campaign finance — have been left to evolve through litigation, party rules, and accident. The proposals here treat the electoral system as a set of rules that can be rewritten on purpose. Each is a structural change, not a partisan correction; each addresses a failure that has occurred more than once in the past two decades.
