A Decision For The Next Century.
Space is the only topic in the Compact that addresses a domain not yet, in 2026, fully here. The choice the United States makes in the next decade — between competitive engagement and strategic retreat — will shape American capability beyond Earth for the rest of this century. The proposals here are about that choice: civilian launch licensing and NASA acquisition reform that ends the cost overruns currently designating the agency as GAO high-risk, military posture above low-Earth orbit including Space Force organizational reform and allied coordination, and the legal framework for resources beyond the planet, where current treaty law is silent or contradicted by recent national legislation.
