Justice covers the operational layer of the law: prosecutors, prisons, courts, sentencing, reentry, federal enforcement, specialized dockets, and the data systems that connect them. The thread running through these proposals is structural separation — the people who investigate cannot be the people who decide, the people who decide cannot be the people who run the prisons, and the records of any of them cannot be allowed to disappear when an officer or attorney transfers between jurisdictions.
