Rights For Problems The Founders Could Not Have Anticipated.

The Constitution as written contains rights enumerated in 1791 and amended ten times in the centuries since. The proposals here add or refine rights for problems the framers could not have anticipated and the Reconstruction Congress did not address: privacy in a surveillance state, due process in administrative adjudication, the right to human review when government algorithms make consequential decisions, and protections for cognitive data that brain-computer interfaces make newly vulnerable. Each is a procedural protection that distinguishes a constitutional republic from a state with a long list of permissions.
